About Topsail Engineering, Inc.
Our History
- We began in Wilmington, NC in early 2004 as McDowell Consulting Engineers. In 2006 we relocated our offices to Hampstead, just northeast of Wilmington in Pender County. In 2020 we changed our name to Topsail Engineering to better represent all owners of the firm and to reflect the township in which we work.

Steven Everhart, Jr, PE, Vice-President, Justin Leppa and Patrick Modlin handle all aspects of our plumbing and mechanical engineering services. Steve is a graduate of NC State University and has been a licensed professional engineer since 1998. Justin is a recent engineering graduate of Virginia Tech and Patrick is an intern working towards an engineering degree at ECU.

Greg McDowell, PE , President, Greg Swank and Ryan Gilbert handle all aspects of our electrical engineering services, Greg McDowell is a graduate of NC State University and has been a licensed professional engineer since 1992. Kim Starbuck Gilbert manages our overall operations. She is an officer of the firm and handles scheduling, daily project management, book keeping and payroll, sets up project design templates, fills in as a plumbing systems designer, checks designs for coordination issues and generally keeps everyone on task.
